The population of Beirut's southern suburbs has exploded from 100,000 in 1975 to 750,000 today. Hizbullah, which predominantly controls the area, has effectively declared its inability to curb increased criminal activities, such as car thefts, illicit drug dealing, and counterfeiting, not to mention unlawful abuse of state utilities and services, AN NAHAR reported, Nov. 18. In an all-inclusive analysis the paper outlined the circumstances leading to the transfer of security control of the southern suburbs from the Shiite party Hizbullah to the government, after a stint that lasted over two decades. It has now become a common spectacle to see police patrols and the Internal Security Forces (ISF) arresting car theft gangs, blowing their whistles and handing out tickets to traffic violators in the previously labeled "resistance's security zone," where Hizbullah militiamen assumed exclusive responsibility for securing law and order.
